when i go to change them in properties there are no options. the button that you have to drag if you want to increase the resolution has only one option 640x480 and my screen look very very bad. i just bought a new monitor and the installation cd must have changed some reg keys but i dont know how to fix it

it's not reg keys.
it's drivers.
check the CD that came with the monitor... see if it has drivers on it. or search the model number in google for drivers.
ie ..mynewmonitor x-3434 drivers
install drivers.
restart
check to see if it now lets you change settings
if not monitor drivers..check your vid card drivers... and other display drivers etc
