Win98 started in safe mode and now all the display settings are changed and it won't let me change them. Help.?

My computer runs Windows 98. I downloaded something and it restarted in safe mode. I restarted again normally, but now all the display settings are back to their defaults and I can't change them at all. I go to Display in Control Panel and change the preferences and then apply them, but when Windows restarts, everything is back to the default settings. I can't figure out how to get it fixed so that the colors are normal again. Advice is needed.
